Letter From a Reader Re the One Steward Race Meeting

If there was only 1 steward at the Chinchilla races yesterday, why were there 2 stewards –  one Tony Preston, another his offsider – at the phantom meeting held at Quilpie after the actual meeting was abandoned on Thursday due to the state of he track after the town received some much welcome and long overdue rain?
