Don’t Blame the Soldiers For Today’s Rocky Debacle – The Generals Are the Ones Who Have To Be Held to Account

I am not blaming individuals on the Rocky Jockey Club track staff for the failure to prepare a race ready surface for today’s meeting, for they didn’t appoint themselves.
