A Quick Question

How does a jockey with a very poor whip rule breach record get a reprimand for hitting his horse 15 times, and a kid with a good record get fined $500 for striking hers seven. It just doesn’t seem to make a lot of sense. Not much about the ‘uniform’ whip rules does.
