Wayne Innes – the bloke with the phone to his ear in the picture above – is a twice jailed fraudster, conman and thief who received a reduced sentence in return for becoming a police informant and wearing a wire to send Paul Pisasale and a bunch of other Ipswich Council employees to jail.
